The Supervisory body (SB) is responsible for supervising the correct operation and compliance with the OMM, as well as for its update.
The Supervisory Body (SB) is appointed by the Board of Directors and has autonomous powers of initiative and control, even though it cannot intervene on the structure of the body and/or of the Company nor sanction employees, collaborators or corporate bodies, which actions are instead delegated to the competent corporate bodies or corporate functions.
The Supervisory Body currently in office is made up of 3 members:
Domenico VULPIANI
Domenico VULPIANI, Prefect, was born in 1952, lives in Rome, worked in the State Police and in July 2017 retired due to age limits.
A graduate in law with honors from the “La Sapienza” University of Rome, Prefect Vulpiani held numerous positions in the State Police and the Ministry of the Interior. In particular:
From 1978 to 1988, he was in charge of the protection services for the highest offices of State, such as the Minister of the Interior, the Prime Minister and the President of the Republic.
From 1988 to 1996, he served with the “Counter-Terrorism Service of the Central Directorate of the Prevention Police” and from 1996 to 2001, he was Head of DIGOS at the Rome Police Headquarters. In both offices he successfully carried out many investigations against terrorism and subversive crime, obtaining numerous awards for his merits.
From 2001 to 2009, he was Director of the “Servizio Polizia Postale e delle Comunicazioni (Postal and Communications Police)”, a national office specialized in the protection of communications and in the fight against postal and computer crimes.
In 2007, under his direction, the Postal and Communications Police was included among the 100 excellences of the country in the Eurispes report.
On 5 August 2009, Dr Vulpiani was appointed General Manager of the State Police, and from that date until 2012 he held the position of “Coordinator for IT security and the protection of critical infrastructures in the country”.
From 2012 to 2013, he directed the “Central Inspection Office” of the Department of Public Safety.
During the Council of Ministers held on 17 December 2013, Dr Vulpiani was appointed Prefect.
In August 2015, by Decree of the President of the Republic, he was appointed “Commissioner for the extraordinary administration of the 10th Municipality (Ostia) of Roma Capitale”, dismissed because of mafia infiltrations pursuant to Article 143 of the TUEL (Local Government Act), a position which ended in November 2017 with the appointment of the new Municipal Council at the end of the elections.
In the two years (September 2015 – November 2017) during which he held the position of “Commissioner at the Municipality of Ostia, dismissed for mafia reasons”, he participated several times in hearings at the “Parliamentary Commission of Inquiry into the Mafia phenomenon” in order to report on the activities carried out and the results achieved in restoring legality in that area, obtaining positive and unanimous praise from all Members of the Commission.
Special experiences
On behalf of the Minister of the Interior, he represented the ministry in all the government’s working tables on technical issues concerning communications and cyberterrorism, and was heard by various parliamentary committees in his capacity as an expert in these matters.
He taught various university and post-graduate specialization courses on IT and strategic security, intelligence and criminology.
In recent years, he has written technical and legal articles and publications on communication security and has participated as speaker at numerous meetings, in Italy and abroad, on specific topics such as network security and security strategies in the fight against cybercrime and cyberterrorism.
Current assignments
Since his retirement, from 1 September 2017 he has held the position of “Head of Internal Auditing” at the Israelite Hospital in Rome.
From 2 March 2018, he is also “President of the SB” (Supervisory Body) of the Gruppo PSC SPA company.
Marco BEFERA
Dr Marco Befera, born in 1972, lives in Rome and has held the position of Head of Compliance and Internal Audit (CIA certificate) for the company Sport e Salute SPA for years and is also in charge of anti-corruption for the National Olympic Committee (CONI), the Paralympic Committee National (CIP), Sport e Salute SPA and CONInet S.p.A.
Head of the investigative office of the National Sports Federations and Representative of the National Olympic Committee at a national and international level and multi-stakeholder platforms against corruption in sport (IPACS).
Since 2 March 2018, he has also been a Member of the SB (Supervisory Body) of the Gruppo PSC SPA company.
Alessandra GRANDONI
Alessandra Grandoni, Attorney, born in 1971, lives in Rome and is a freelancer who collaborates as Counsel with a primary independent Firm (Pavia and Ansaldo Law Firm), active in Italy and abroad, mainly in the Compliance, Banking and Financial, Commercial and Corporate Law departments.
She is an expert in L. Decree 231 compliance and in anti-money laundering, having assisted both as an external consultant and as a member of L. Decree 231 supervisory bodies.
Since 2 March 2018, she has also been a Member of the SB (Supervisory Body) of the Gruppo PSC SPA company.
